Public charging fees and parking charges

Charging-related fixed, connection and transaction fees must be represented in the pre-start maximum p/kWh. A separate parking fee imposed by a third party is outside that specific charging-price maximum and should be recorded separately. Identify the fee issuer and purpose before adding anything to a session estimate.

Key facts and evidence

Across the UK, as at 12 August 2026, the public-charging price rule represents operator charging, connection and transaction fees in the maximum p/kWh shown before starting. A separately imposed third-party parking fee is a different input. EV Evidence supplies no current fee amounts, so identify the issuer, purpose and time basis before calculating.

Office for Zero Emission Vehicles and Department for Transport: Public Charge Point Regulations 2023 guidance

Separate UK charging-related fixed fees from third-party parking charges without double counting either amount in a cost estimate.

Charging-related fees

For regulation 11, charging, connection and transaction fees charged for the charging service must be represented in the maximum p/kWh. Use that maximum once in the planning calculation rather than adding those components again.

Separate third-party parking

Record a third-party parking charge as its own cost with issuer, time basis and observation date. Do not use the charging-price rule alone to decide whether an individual parking charge is valid or recoverable.

Add each component once

Planning total = displayed maximum p/kWh × expected kWh ÷ 100, plus the separately stated third-party parking amount entered by the user. Leave an unknown fee blank and show an incomplete result rather than treating it as zero.

What to do next

A fee classification does not assess vehicle or chargepoint suitability and is not individual legal advice.

Immediate action: Record who charges each fee, what it is for and when it applies.

  • Stop if a fee cannot be attributed to charging or a separate third-party parking service.
  • Do not add a charging-related fixed fee twice when it is represented in the p/kWh maximum.

Checks that stay with this vehicle

  1. Record the pre-start maximum and the issuer and purpose of each separate fee.

Each amount is classified once as charging-related or separately imposed parking.

The issuer, purpose, timing or relationship to the displayed p/kWh is unclear.

Professional hand-off

  • Ask the operator and parking provider to clarify ambiguous or duplicated charges before disputing the bill.
